David Scarpino

President & Chief Executive Officer

Mr. Scarpino has 30+ years of experience in hospital financial operations. He has served as Chief Financial Officer of HealthAlliance of the Hudson Valley since 2009.  Prior, Mr. Scarpino served as  Senior Vice President of Finance and Chief Financial Officer for Kingston Hospital and Kingston Regional Health Care System since August 2006. His responsibilities were extended to include Benedictine Hospital and HealthAlliance of the Hudson Valley in February 2008.

He came to Kingston after 27 years at St. John’s Riverside Hospital System in Yonkers, NY, a hospital system that includes two hospitals, a school of nursing, a skilled nursing facility and other corporate entities. He rose from Staff Accountant to Vice President for Finance and Chief Financial Officer. Mr. Scarpino is a member of the Healthcare Financial Management Association, Northern Metropolitan Healthcare Association, Greater New York Hospital Association and is an Adjunct Professor at Iona College. Mr. Scarpino holds a BS in Accounting from Manhattan College and an MBA from Pace University.

Frank Ehrlich, MD

Chief Medical Officer

Dr. Ehrlich brings over 35 years of hospital experience primarily in the field of general surgery and trauma. In addition to his CMO responsibilities, Dr. Ehrlich also oversees the mental health department, the pharmacy and Bridge Back services.

Prior to joining HealthAlliance, Dr. Ehrlich was Chief Medical Officer and Vice President of Mountainside Hospital in Montclair, NJ. Dr. Ehrlich recruited many physicians in specialized areas and enhanced the performance improvement program for the hospital. Previously he held senior level positions at a number of hospitals in NY, NJ, and PA, including St. Michael’s Medical Center, Newark, NJ; the Graduate Hospital, Philadelphia, PA; and Buffalo General Hospital, Buffalo, NY.

Dr. Ehrlich received his degree from SUNY Buffalo Medical School and completed a Surgical Research Fellowship at Lahey Clinic in Boston, MA. He is also a member of the American College of Physician Executives, American College of Surgeons, American Association for the Surgery of Trauma and the American College of Healthcare Executives.


John E. Finch, Jr.

Chief Information and Community Officer & Site Administrator for Mary’s Avenue Campus

Mr. Finch has been the Chief Information & Community Officer for HealthAlliance of the Hudson Valley since March 2009, previously serving as Chief Information Officer for Benedictine Hospital, Kingston Hospital and Margaretville Hospital.

Mr. Finch had been Benedictine Hospital’s Vice President of Corporate Development since April 2000, overseeing Information Technology, Strategic Planning, Marketing/Public Relations and the Benedictine Health Foundation. When Mr. Finch joined Benedictine Hospital in July 1997, he served as the Hospital’s Director of Information Services.

Prior to joining Benedictine Hospital, he served as Director of Information Systems for The WellCare Management Group, the parent company of the HMOs: WellCare of New York and WellCare of Connecticut. Mr. Finch currently has HealthAlliance administrative responsibility for the areas of Information Technology,  Community and Government Relations and Grant Writing. He has a BS in Mathematics and Computer Science from the State University of New York at Albany, and a MBA from Marist College. Additionally, Mr. Finch is a Fellow of the American College of Healthcare Executives.

Chief Financial Officer

Steven Haas, FHFMA, is an accomplished healthcare finance executive with over three decades of diverse corporate leadership in operations, project management and asset management.

As the Chief Financial Officer for HealthAlliance of the Hudson Valley, in addition to the finance department, Mr. Haas oversees Case Management, Central Registration, HIPAA and Medical Records.

Mr. Haas has been the Vice President of Finance since 2004, for The Kingston Hospital and then HealthAlliance. Prior, Mr. Haas was the Director of Finance for Brooklyn-Queens Health Care, Inc; Assistant Vice President of Finance for the Kingston Regional Healthcare System; Chief Financial Officer of the SouthHampton Hospital; and the Chief Financial Officer of the Eastern Long Island Hospital.

Mr. Haas earned a BS in Accounting from New York Institute of Technology and is a Fellow of Healthcare Financial Management Association.

Sandra Horan

Executive Director, Margaretville Hospital and Acting Chief Nursing Officer of HealthAlliance Hospitals

Sandra Horan was appointed Executive Director for Margaretville Hospital in the fall of 2010.  The hospital was named one of the top 100 Critical Access Hospitals in the nation in 2011. As Acting Chief Nursing Officer for HealthAlliance, Ms. Horan will oversee and coordinate areas such as nursing, oncology support, pain management, wound care, diabetes, and dialysis.

Ms. Horan has over 25 years of experience in leadership roles, including her previous position as the Vice President of Ambulatory Services at Kingston Hospital. In this role, she provided direction for Women’s Health Services, Dialysis Services, Pain Management, Laboratory, Respiratory Therapy, Wound Care Center / HBO, Pharmacy and Medical Imaging. Prior to this, Ms. Horan served as the Vice President of Nursing for Kingston Hospital.

While at Kingston Hospital, Ms. Horan received the distinguished Servant Leadership Award.  Ms. Horan holds a Bachelor of Science degree in Nursing from SUNY New Paltz.


Joseph C. Marsicovete

Chief HR, Quality & Performance Improvement Officer and Acting Chief Operating Officer

Mr. Marsicovete came to HealthAlliance of the Hudson Valley® in July 2010.  Previously, he had been with Saint Clare’s Health System in Denville, N.J., as the Vice President of HR, Regulatory & Administrative Services.  Prior to joining Saint Clare’s in 1995, he served in senior HR leadership positions in several diverse industries, including high-tech manufacturing, banking, telecommunications and consulting.

He has extensive experience with HR, performance improvement and organizational development methodologies in complex, multi-site organizations.  His focus is on creating efficient processes that produce best practice HR business solutions, outstanding clinical outcomes with excellent customer satisfaction, and superior financial results.  He strongly believes in using Lean/Six Sigma Methodologies to collaborate with all members of the team to accomplish goals and objectives. In his capacity as Acting Chief Operating Officer, Mr. Marsicovete also provides leadership for departments such as corporate compliance, pastoral care, patient safety, and employee health.

Mr. Marsicovete earned a BS degree in Speech Communications from Rider University in Lawrenceville, N.J. and an MA in Communications from the University of Maryland.


Philip Mehl

Licensed Nursing Home Administrator, Mountainside Residential Care Center

Phillip Mehl has been the Administrator for Mountainside Residential Center since 2009. He joined Mountainside Residential Care Center in 1998 and served as the Director of Family Patient, Resident and Family Services for 10 years before moving into the role of Assistant Administrator in 2008, and Administrator in 2009.

Mr. Mehl also serves as a consultant for ProCare, the leading trade organization in New York State for Nursing Homes, and as a Contracted Program Coordinator for the Employee Assistance Program of the Mid-Hudson Valley. Prior to joining Mountainside, Mr. Mehl served as the Director of Social Services for Holliswood Care Center and a Medical Social Worker for the St. John’s Queens Hospital.

Mr. Mehl holds a MS degree in Social Work from Columbia University and a BS degree in Social Work from New York University. He also has a New York State Certification in Social Work and Certification as a Qualified Clinical Social Worker. In addition, Mr. Mehl is licensed as a Master’s Level Social Worker and Nursing Home Administrator.

Mr. Mehl has been the recipient of the Facility Leadership Award and New Administrator of the Year from the American College of Health Care Administrators and his facility has earned the prestigious HANYS Pinnacle Award. To date, he has led Mountainside to over three consecutive years of 5-Star status and earned three consecutive listings in U.S. News and World Report’s list of Best Nursing Homes. As of July 2013, Mountainside became accredited by the Health Equality Index division of the Human Rights Campaign as one of only 467 health care facilities in the country with “Leadership Status.”

Joshua RatnerJoshRatner

Chief Strategy Officer and Acting Chief Administrative Officer

Joshua Ratner is an accomplished health care executive with nearly two decades of diverse leadership experience in community, academic and research health care environments.

As the Chief Strategy Officer for HealthAlliance of the Hudson Valley, Ulster County’s only health system and largest employer, Mr. Ratner provides executive leadership in the areas of strategic planning, business development, physician integration, marketing and communications. He also oversees the security department, legal, properties, purchasing and central supply.

Prior to joining HealthAlliance, Mr. Ratner worked for Saint Clare’s Health System’s located in Denville, NJ where he led strategic planning and business development for the system.  Prior to joining Saint Clare’s, Mr. Ratner has extensive oncology and cancer care experience having worked at some of the Northeast’s leading health care organizations.

Mr. Ratner earned an MPA from New York University’s Robert F. Wagner Graduate School of Public Service and a BA from Stony Brook University.
