David Lundquist

President and Chief Executive Officer for HealthAlliance

Mr. Lundquist has been involved in health care management since 1976. His role as the President/CEO of HealthAlliance of the Hudson Valley involves the integration of Benedictine Hospital, Kingston Hospital, Margaretville Hospital, Mountainside Residential Care Center and Woodland Pond Retirement Community into a prominent health system serving the health care needs of the surrounding communities.

Previously, he served as the COO of Saint Clare’s Health System in Denville, NJ, where he helped transform Saint Clare’s from an entity with $80 million in losses (1996-2000) to a prominent and successful health system. Before moving to NJ, Mr. Lundquist had a distinguished career in the state of Oklahoma. He was the President and CEO of American University Health Care, Inc. in Oklahoma City; the CEO of Bethany Hospital; and Vice President of Mercy Health Center. He began his career in health care management as the Management Engineer at the University of Oklahoma Hospitals and Clinics.

Mr. Lundquist received a BS degree in Industrial Engineering from the University of Oklahoma and his MBA from Oklahoma City University.


Charles Flinn

Chief Operating Officer/Site Administrator at Benedictine Hospital

Mr. Flinn joined HealthAlliance of the Hudson Valley in March 2009 as the Chief Operations Officer. He is also the Site Administrator for the Benedictine Hospital Campus.

Prior to joining HealthAlliance, Mr. Flinn was the Chief Administrative Officer for Saint Clare’s Health System in Denville, NJ. He began his career in health care in 1986 as a paramedic in Brooklyn, NY. In recent years, Mr. Flinn has been employed in both the academic and community health care environments, and has consulted on several hospital construction projects including building three new emergency departments.

Mr. Flinn’s expertise is in a variety of clinical, academic and administrative positions. He is on the Advisory Board for the College at St. Elizabeth’s Health Care Administration program in Convent Station, NJ, and is an Adjunct Faculty member at Touro College’s School of Allied Health. Furthermore, Mr. Flinn is a Fellow in the American College of Healthcare Executives. He earned his BS in Health Services Administration from St. Joseph’s College and his MBA from Dowling College.


Frank Ehrlich, MD

Chief Medical Officer

Dr. Ehrlich brings over 35 years of hospital experience primarily in the field of general surgery and trauma. Prior to joining HealthAlliance, Dr. Ehrlich was Chief Medical Officer and Vice President of Mountainside Hospital in Montclair, NJ. Dr. Ehrlich recruited many physicians in specialized areas and enhanced the performance improvement program for the hospital. Previously he held senior level positions at a number of hospitals in NY, NJ, and PA, including St. Michael’s Medical Center, Newark, NJ; the Graduate Hospital, Philadelphia, PA, and Buffalo General Hospital, Buffalo, NY. Dr. Ehrlich received his degree from SUNY Buffalo Medical School and completed his Surgical Research Fellowship at Lahey Clinic in Boston, MA. He is also a member of the American College of Physician Executives, American College of Surgeons, American Association for the Surgery of Trauma, and Uniformed Services University Surgical Associates.


Sister Mary Feehan, O.S.B.

Vice President for Mission Effectiveness

Sister Mary was appointed Vice President for Mission at Benedictine Hospital in 1997. In this position she assumes the overall role of developing mission awareness in a variety of groups with the hospital organization. Sister Mary also serves as the Chairperson of the Benedictine Health Foundation.

Sister Mary received her BS in Secondary Education and MA in American Studies, both from Seton Hall University in South Orange, NJ. She attended the Spiritual Direction Certificate Program at the Linwood Spiritual Center in Rhinebeck, NY. She taught American History and Religion at Benedictine Academy, was Principal of St. Henry’s Elementary School, Principal of Benedictine Academy and Subprioress of the Benedictine Sisters of Elizabeth, NJ.


John E. Finch, Jr.

Chief Information and Community Officer

Mr. Finch has been the Chief Information/Community Officer for HealthAlliance of the Hudson Valley since March 2009, previously serving as Chief Information Officer for Benedictine Hospital, Kingston Hospital, and Margaretville Hospital. Mr. Finch had been Benedictine Hospital’s Vice President of Corporate Development since April 2000, overseeing Information Technology, Strategic Planning, Marketing/Public Relations, and the Health Foundation. When Mr. Finch joined Benedictine Hospital in July 1997, he served as the Hospital’s Director of Information Services.

Prior to joining Benedictine Hospital, he served as Director of Information Systems for The WellCare Management Group, the parent company of the HMOs: WellCare of New York and WellCare of Connecticut. Mr. Finch currently has HealthAlliance administrative responsibility for the areas of Information Technology, Marketing/Public Relations, Grant Writing, and the Health Foundations. He has a BS in Mathematics and Computer Science from the State University of New York at Albany, and a MBA from Marist College. Additionally, Mr. Finch is a Fellow of the American College of Healthcare Executives.


Sandra Horan

Executive Director, Margaretville Hospital

Sandra Horan was appointed as the interim executive director for Margaretville Hospital in 2010. Ms. Horan has over 25 years of experience in leadership roles, including her previous position as the Vice President of Ambulatory Services at Kingston Hospital. In this role, she provided direction for Women’s Health Services, Pain Management, Laboratory, Respiratory Therapy, Wound Care Center, Pharmacy and Medical Imaging. Prior to this, Ms. Horan served as the Vice President of Nursing for Kingston Hospital. While at Kingston Hospital, Ms. Horan received the distinguished Servant Leadership Award.

Ms. Horan holds a Bachelor of Science degree in Nursing from SUNY New Paltz. She is also a member of the New York State Nurses Association and the Pain Management Nurses Association.


Joseph C. Marsicovete

Chief Quality & Performance Improvement Officer

Mr. Marsicovete came to HealthAlliance of the Hudson Valley® in July 2010 to assist with the restructuring of the Quality Department. In 2011 he was named the Chief Quality & Performance Improvement Officer. Previously, he had been with Saint Clare’s Health System in Denville, N.J., as the Vice President of HR, Regulatory & Administrative Services. Prior to joining Saint Clare’s in 1995, he served in senior leadership positions in several diverse industries, including high-tech manufacturing, banking, telecommunications and consulting.

He has extensive experience with performance improvement and organizational development methodologies in complex, multi-site organizations. His focus is on creating efficient processes that produce outstanding clinical outcomes with excellent customer satisfaction and superior financial results. He strongly believes in collaborating with all members of the team to accomplish goals and objectives.

Mr. Marsicovete earned a BS degree in Speech Communications from Rider University in Lawrenceville, N.J. and an MA in Communications from the University of Maryland.


Margo McGilvrey, RN

Chief Nursing Officer

Ms. McGilvrey has over 30 years of experience in nursing. Before joining Kingston Hospital in 2005, she served Corning Hospital in Corning, NY, part of Guthrie Health System, as Vice President of Patient Care Services. Ms. McGilvrey also served Greater Hazelton Health Care Alliance as Vice President of Ambulatory Outreach Services and Vice President of Patient Care Services, and the Towanda Memorial Hospital and Skilled Nursing Facility as Chief Nursing Officer. She holds a Masters in Professional Studies in Community Services Administration from Alfred University, a BS in Nursing from Alfred University, and her RN from SUNY Upstate Medical Center. She is a member of AONE and ACHE.


Philip Mehl

Executive Director, Mountainside Residential Care Center

Phillip Mehl has been the Administrator for Mountainside Residential Center since 2009. He joined Mountainside Residential Center in 1998 and served as the Director of Family Patient, Resident and Family Services for 10 years before moving into the role of Assistant Administrator in 2008.

Prior to joining Mountainside, Mehl served as the ProCare Consultant for the New York Association of Homes and Services for the Aging, a Contracted Program Coordinator for the Employee Assistance Program of the Mid-Hudson Valley, the Director of Social Services for Holliswood Care Center and a Medical Social Worker for the St. John’s Queens Hospital.

Mehl holds a MS degree in Social Work from Columbia University and a BS degree in Social Work from New York University. He also has a New York State Certification in Social Work and Certification as a Qualified Clinical Social Worker. In addition, Mehl is licensed as a Masters Level Social Worker and Nursing Home Administrator.

Mehl is the recipient of the Facility Leadership Award from the American College of Health Care Administrators.


Joshua Ratner

Chief Strategy Officer

Mr. Ratner is an accomplished health care executive with over 15 years of diverse leadership experience in clinical, academic and research health care environments. He has a proven track record of reinvigorating and revitalizing individual hospital service areas to better serve patients with comprehensive, effective and efficient services. Mr. Ratner’s expertise includes business development, establishing and enhancing physician relationships, service line growth, strategic and capital planning, and market assessments.

Mr. Ratner’s career has been spent in health care serving in both administrative and leadership capacities. He has extensive oncology and cancer care experience having worked at some of the Northeast’s leading health care organizations. He holds a BS from Stony Brook University, and an MPA from New York University’s Robert F. Wagner Graduate School of Public Service.

Mr. Ratner currently holds the position of Chief Strategy Officer for HealthAlliance of the Hudson Valley. Previously at Saint Clare’s Health System’s, located in Denville, NJ, where he led the Strategic Planning and Business Development Department.


John Ritchie

Executive Director, Woodland Pond at New Paltz

John Ritchie has over 28 years of experience in the senior care industry. Prior to joining HealthAlliance as the Executive Director of Woodland Pond at New Paltz, Mr. Ritchie served as the Executive Director for ACTS, Inc.; owner/operator for a large for-profit national CCRC; Regional Vice President for the National Housing Ministries, Inc.; and President/CEO of Bethel Homes, Inc., a local multi-corporate senior housing and health care provider. In addition, Mr. Ritchie has advised many health care clients in various capacities over a ten year period with Senior Services, Inc., a consulting company he formed.

Mr. Ritchie holds a Bachelors’ Degree in Business Administration, a Master’s Degree in Economics and a Ph.D. in Administration from the University of Nebraska. He is also a member of the American Association of Homes and Services for the Aging (AAHSA), the New York Association of Homes and Services for the Aging (NYAHSA), as well as local business associations.


David Scarpino

Chief Financial Officer

Mr. Scarpino has 29 years of experience in hospital financial operations. He has served as Senior Vice President of Finance and Chief Financial Officer for Kingston Hospital and Kingston Regional Health Care System since August 2006. His responsibilities were extended to include Benedictine Hospital and HealthAlliance of the Hudson Valley in February 2008. He came to Kingston after 27 years at St. John’s Riverside Hospital System in Yonkers, NY, a hospital system that includes two hospitals, a school of nursing, a skilled nursing facility and other corporate entities. He rose from Staff Accountant to Vice President for Finance and Chief Financial Officer. Mr. Scarpino is a member of the Healthcare Financial Management Association, Northern Metropolitan Healthcare Association, Greater New York Hospital Association and is an Adjunct Professor at Iona College. Mr. Scarpino holds a BS in Accounting from Manhattan College and an MBA from Pace University.


Robert Seidman

Chief Administrative Officer/Site Administrator, Kingston Hospital

Mr. Seidman was appointed Chief Administrative Officer of HealthAlliance of the Hudson Valley in March 2009. Prior to that, he had served as Benedictine Hospital’s Executive Vice President since 2002. Mr. Seidman also served as Benedictine’s Vice President of Administration from 1999-2002 and Vice President of Support Services from 1992-1999. In his role as Chief Administrative Officer for the HealthAlliance system, Mr. Seidman is responsible for several administrative areas including Quality and Performance Improvement, Corporate Compliance, Risk Management, Human Resources, Medical Staff Services, Legal Affairs and Real Estate. Mr. Seidman is a Fellow in the American College of Healthcare Executives. He has a BS from the City College of New York and a Masters degree in Health Services Administration from the New School for Social Research in New York City.
